Authorizes establishment of independent California Cadet Corps units outside schools at State Guard facilities, government-owned locations, veteran organizations, or other approved public locations under sponsoring organizations.

Decreases inspection frequency from every 2 years to every 3 years, with annual inspections required for units receiving unsatisfactory ratings.

Allows the Governor to appoint a Commander, up to 2 Deputy Commanders, and a Chief of Staff for the corps, with higher ranks available once enrollment exceeds 10,000 cadets or there are more than 100 units.

Authorizes the Adjutant General to order officers from the State Guard, Naval Militia, or California National Guard to temporary state active duty to support the corps as instructors and staff.

Permits the Adjutant General to enter into cooperative agreements with nonprofit public benefit education corporations to solicit grants and private donations on behalf of corps units.
