Removes requirement for committees to create and submit Official Top Funders sheets for state referendum petitions, and removes the requirement for circulators to present these sheets separately to signers.

Establishes new disclosure statement requirements for statewide referendum petitions, including official title and summary prepared by the Attorney General, top funders information, and updated validity dates when contributors change.

Requires committees circulating statewide referendum petitions to submit the first page of petitions and any updates reflecting changes in top contributors to the Secretary of State for posting on the state website.

Adds requirement for statewide referendum petition signers to check a box confirming they reviewed the Official Top Funders listed on the petition page before signing.

Limits signature collection on statewide referendum petitions to the first page of each petition section, rather than allowing signatures throughout multiple pages.
