Establishes a voluntary certification program for supportive community residences (housing for adults with substance use disorders, mental health diagnoses, or dual diagnoses) to be administered by the Department of Health Care Services by January 1, 2027, including standards for operation, complaint investigation, monitoring, and enforcement procedures.

Creates a searchable online database of certified supportive community residences updated monthly, including contact information and records of validated complaints, while protecting privacy by not disclosing specific addresses.

Prohibits supportive community residences from providing any licensed services onsite, including incidental medical services.

Sets certification fees not to exceed $2,000 and recertification fees not to exceed $500, with fees deposited into the Supportive Community Residence Program Fund.

Requires health care service plans and disability insurers to assess and verify qualifications of step-down care facilities within 60 days of receiving a completed credentialing application for contracts issued, amended, or renewed on and after January 1, 2025.

Requires referring entities to provide license or certification information when informing individuals of step-down care options covered by insurance, and to verify licenses for uncovered options and report suspected fraudulent credentials to appropriate state agencies.
