Delays implementation of automatic arrest and conviction record relief programs from July 1, 2023 to July 1, 2024, allowing the Department of Justice more time to establish necessary systems and processes.

Eliminates court-ordered reimbursement fees for defendants petitioning for record dismissal, sealing, or expungement under sections 1203.4, 1203.4b, 1203.41, 1203.42, and 1203.45 of the Penal Code.

Renames California State Prison at San Quentin to San Quentin Rehabilitation Center and establishes a progressive design-build procurement process for demolition of Building 38 and construction of a new educational and vocational center at the facility.

Exempts San Quentin Rehabilitation Center projects from California Environmental Quality Act (CEQA) requirements and state historic preservation review processes.

Expands restrictions on sight or sound contact between incarcerated adults and juveniles under 18 in juvenile facilities, and requires Department of Corrections to scan visitor documents and allow specific items for in-person visits and family visits by July 1, 2024.
