Amends Section 12993 of the Government Code to allow cities, counties, and other political subdivisions to enforce local employment discrimination laws against classes protected by the California Fair Employment and Housing Act.

Local enforcement is permitted only after the Civil Rights Department issues a right-to-sue notice and must occur before the civil action filing deadline expires.

Requires local enforcement to be pursuant to a local law that is at least as protective as the state's Fair Employment and Housing Act.

Tolls (pauses) the state-mandated civil action filing deadline during local enforcement proceedings.

Directs the Civil Rights Department to promulgate regulations governing local enforcement within one year, with localities required to comply; prior to regulations, localities must use procedures substantially similar to the state's complaint process.
