Designates the San Vicente Energy Storage Facility project proposed by the San Diego County Water Authority for pumped energy storage in eastern San Diego County as an "energy infrastructure project" under CEQA streamlining provisions.

Designates the South Bay Sewage Treatment Plant repair, rehabilitation, or replacement project in San Diego County operated by the International Boundary and Water Commission as a "water-related project" under CEQA streamlining provisions.

Provides both projects with CEQA streamlining benefits including concurrent record preparation, 270-day court resolution timelines, and project certification validity through January 1, 2033.

Exempts the state from reimbursing local agencies for costs because local agencies have authority to levy service charges or fees sufficient to cover the mandated program.

Makes legislative findings that a special statute is necessary for San Diego County due to unique local circumstances.
