Amends Penal Code Section 803 to toll the statute of limitations for offenses involving unlawful cutting, destroying, mutilating, or removing of plant material on state or county highway rights-of-way until the offense is discovered or could have reasonably been discovered.

Extends statute of limitations tolling to unlawful importation, transportation, possession, or release of specified wild animals into California until discovery or reasonable discovery of the offense.

Adds new discovery-based tolling provisions to Section 803 alongside existing tolling mechanisms for environmental crimes, wildlife violations, and other specified offenses under Water Code, Health and Safety Code, Fish and Game Code, and Food and Agriculture Code.
