Specifies residents' rights including living in safe environments that enhance dignity and independence, participating in meaningful activities, managing finances, and organizing resident associations

Requires providers to establish policies promoting information sharing and dialogue with residents, conduct biennial resident satisfaction surveys, and respond in writing to resident association concerns within 20 working days

Establishes civil penalties of up to $150 per violation for providers failing to comply with residents' rights requirements and grounds for suspension or revocation of certificates of authority
