Requires in-home supportive services (IHSS) recipients with fixed income to remain continuously eligible for Medi-Cal for 3 years without redetermination.

Prohibits redetermination of Medi-Cal eligibility before 3 years except when recipient has new income, requests disenrollment, dies, leaves the state, or original enrollment involved error or fraud.

Allows Medi-Cal recipients to request voluntary redetermination before the 3-year continuous eligibility period ends.

Implementation contingent on obtaining federal approvals, legislative appropriation of General Fund resources, and department confirmation that systems are programmed to support the changes.

Imposes state-mandated local program requirements on counties administering IHSS, with reimbursement to be made through statutory procedures if the Commission on State Mandates determines costs are mandated.
