Expands illegal dumping laws to include dumping waste matter, rocks, concrete, asphalt, or dirt on private property with owner consent if required state or local permits or licenses were not obtained.

Makes it unlawful for property owners or agents to receive such materials if required permits or licenses were not obtained prior to receipt.

Exempts authorized construction material or recycling facilities that produce materials for public infrastructure or stormwater pollution control from these new restrictions.

Establishes criminal penalties for dumping commercial quantities of waste as a misdemeanor punishable by up to six months in county jail and mandatory fines ranging from $1,000 to $20,000 depending on conviction number and business size.

Requires courts to consider defendants' financial ability to pay when setting fines and mandates removal of dumped materials at convicted person's expense.
