Defines "personal safety device" as a small key chain attachment for self-defense purposes, including personal alarms, but explicitly excludes pepper spray and other weapons prohibited by law.

Clarifies that devices meeting the personal safety device definition cannot be used if they would otherwise violate existing weapon prohibition laws.

Establishes a $50 fine for each violation of the prohibition against preventing individuals from carrying authorized personal safety devices.

Specifies that no state reimbursement to local agencies or school districts is required because the act creates a new infraction.
