Extends the effective date for commercial feed license fees to remain at $100 per location from January 1, 2025, to January 1, 2031.

Authorizes the Secretary of Food and Agriculture to designate 15 percent of tonnage tax revenues (or $200,000 minimum, whichever is greater) for research and education on safe commercial feed manufacture, distribution, and use through January 1, 2031.

Requires board approval before expenditure of designated tonnage tax revenues for research and education activities.

Maintains the maximum inspection tonnage tax rate at $0.25 per ton of commercial feed sold.

Makes an appropriation by extending the duration that higher license fees and expanded tonnage tax revenue uses remain in effect.
