Extends deadline for hospice agency licensing regulations to January 1, 2025, and ends the moratorium on new hospice licenses upon adoption of emergency regulations rather than a fixed date.

Allows the State Department of Health Care Services to approve annual fee increases up to 5% for substance abuse treatment facilities without legislative approval, effective July 1, 2027, and requires development of a hardship fee waiver process by July 1, 2024.

Requires Senate confirmation for appointments of the Emergency Medical Services Authority director and chief medical officer, with positions held at the pleasure of the Governor.

Delays lead-based paint certification requirements for firms and workers until July 1, 2027, and delays the education and outreach program until July 1, 2026.

Authorizes the California Health and Human Services Agency to enter partnerships for development, manufacturing, and distribution of over-the-counter naloxone products and appropriates $56,239,000 in federal funds for substance abuse prevention and treatment.
