Requires construction standards for community clinics and rural health clinics established by the Department of Health Care Access and Information and by cities or counties to comply with federal Medicare and Medicaid safety and accessibility standards under Title 42 of the Code of Federal Regulations.

Prohibits amended construction standards from being more restrictive or stringent than OSHPD 3 regulations of the California Building Standards Code.

Requires the Department of Health Care Access and Information to hold a minimum of two public meetings to solicit public comment during the regulation promulgation process for proposed new standards.

Removes the prohibition that prevented building standards for outpatient clinical services or limited inpatient services buildings from being more restrictive or comprehensive than standards applied to licensed clinics.
