Removes requirement that broadband service in low-income communities be free, instead requiring grantees to provide free or low-cost broadband internet access service plans meeting specified standards including 100 mbps download speeds, 20 mbps upload speeds, and monthly costs not exceeding a commission-determined amount.

Authorizes the Public Utilities Commission to award grants for deployment of network devices such as wireless boosters and mesh routers to address barriers to consistent broadband service in low-income communities.

Exempts grantees awarded funds solely for deploying network devices from the requirement to provide free or low-cost broadband service plans.

Defines "low-cost broadband internet access service plan" to include no data caps, surcharges, or usage-based throttling, free modem or router provision, and allowance for subscribers to apply federal Affordable Connectivity Program subsidies.

Specifies that no state reimbursement is required for local agencies or school districts under Article XIII B because any costs result from changes to criminal penalties related to Public Utilities Act violations.
