Requires original equipment manufacturers of powered wheelchairs to provide documentation, parts, software, firmware, and tools to owners and independent repair providers on fair and reasonable terms starting January 1, 2025.

Defines "fair and reasonable terms" as equivalent to terms offered to authorized repair providers, with documentation provided at no charge (except printing costs) and software tools provided free without requiring authorization or internet access.

Exempts trade secrets from disclosure requirements and excludes parts requiring clinical involvement for patient positioning; manufacturers may withhold information if usability is not diminished.

Subjects manufacturers to civil penalties of up to $2,500 per wheelchair ($250,000 maximum) for first violations and up to $10,000 per wheelchair ($250,000 maximum) for subsequent violations, with a three-day cure period for unintentional violations.

Requires independent repair providers to provide written notice to customers explaining they are not authorized providers and informing them of warranty implications under the federal Magnuson-Moss Warranty Act.
