Authorizes vouchers under the California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project for zero-emission vehicles with gross vehicle weight rating exceeding 8,500 pounds purchased by public/private fleets or individuals for commercial use.

Requires individuals receiving vouchers for personal and commercial use to attest under penalty of perjury that the vehicle will primarily be used for a valid commercial or business purpose, including hauling or towing.

Requires the State Air Resources Board to administer funds specifically designated for zero-emission schoolbuses through capital grants (for purchasing zero-emission schoolbuses and charging infrastructure) and operations grants (for incremental costs of zero-emission schoolbus service from private contractors).

Mandates that at least 90 percent of capital grant funds be spent on schoolbus purchases and related charging infrastructure, with up to 10 percent available for school transportation program incorporation or supplementation.

Requires replaced internal combustion schoolbuses to be scrapped within 24 months and mandates grantees submit documentation to the State Air Resources Board so it can track deployment rates and electrification planning progress.
