Requires the State Air Resources Board to establish the Advanced Clean Fleets Regulation Appeals Advisory Committee to review appeals of denied exemption requests from the Advanced Clean Fleets Regulation

Committee composition includes representatives from state agencies (Air Resources Board, Public Utilities Commission, Energy Commission, Department of General Services, Department of Transportation), transit agencies, and 13-21 members from private fleet owners (minimum 25%), government fleet experts, electrical corporations, and EV manufacturers

Committee must meet monthly with open meetings compliant with the Bagley-Keene Open Meeting Act and make all meeting recordings publicly available on the Air Resources Board website

Committee must review appeals and make recommendations within 60 days of an appeal being filed; the Air Resources Board must consider the committee's recommendation at a public meeting within 60 days

All exemption request materials, denial information, appeals, meeting minutes, and committee recommendations must be made publicly available on the Air Resources Board website
