Requires vehicles with connected vehicle service to clearly indicate to occupants when outside persons access the service or location features, effective January 1, 2028.

Mandates covered providers establish a process by July 1, 2025 allowing drivers to terminate other persons' access to connected vehicle service by providing vehicle identification number and proof of legal possession (title, court order, or restraining order).

Prohibits covered providers from charging fees, requiring account approval, or imposing other conditions to process disconnection requests, with termination required within two business days.

Requires vehicles with connected vehicle location access to provide a mechanism inside the vehicle allowing drivers to immediately disable location tracking without apps, passwords, or two-factor authentication, effective January 1, 2028 for new vehicles and July 1, 2026 for older vehicles with software update capability.

Prevents covered providers from notifying account holders when location access is disabled from inside the vehicle and restricts sharing of driver information provided during disconnection requests.
