Extends the repeal date of shelter crisis provisions in the Government Code from January 1, 2026 to January 1, 2036, allowing continued flexibility in building standards and zoning for homeless shelters during declared shelter crises.

Expands California Environmental Quality Act (CEQA) exemptions to include state and local agency approval of contracts to provide services to homeless shelters constructed under shelter crisis provisions.

Revises the definition of "Low Barrier Navigation Center" to explicitly allow non-congregate and relocatable facilities, and removes the January 1, 2027 repeal date, making these provisions permanent.

Adds new CEQA exemptions for local agency actions related to low barrier navigation centers, including leasing land, providing financial assistance, constructing or operating centers, and entering service contracts.

Expands the definition of "state programs" under Housing First requirements to include programs providing emergency shelter and interim housing in addition to permanent housing and housing-based services.
