Extends CalWORKs Home Visiting Program services to children for at least 24 months and not to exceed the duration of the applicable home visiting program model, removing the previous age cap of the child's 5th birthday.

Increases age eligibility for program enrollment from children under 24 months to children under 36 months of age at the time of enrollment.

Allows voluntary participants who lose CalWORKs eligibility due to income or need criteria to continue receiving home visiting services through the duration of the program or for up to an additional 12 months, whichever is longer.

Adds tribal families to the populations the program aims to serve and expands consultation requirements to include underserved, rural, and tribal communities.

Requires the Department of Social Services to adopt implementing regulations by December 31, 2024, and permits temporary implementation through all-county letters until formal regulations are adopted.
