Amends Health and Safety Code Section 1596.792 to exempt family childcare homes administered by persons certified as family childcare providers by a branch of the United States Armed Forces from state licensing and regulation requirements.

Exemption applies only to family childcare homes that exclusively provide care for children of eligible federal personnel and surviving spouses.

Defines "United States Armed Forces" by reference to Section 101(a)(4) of Title 10 of the United States Code.

Defines "eligible" by reference to Section 4(d)(1)-(2) of Department of Defense Instruction Number 6060.02, dated August 5, 2014, as updated September 1, 2020.
