Establishes the state goal to conserve at least 30% of California's lands and coastal waters by 2030 (the "30x30 goal"), as directed by Executive Order No. N-82-20

Requires all state agencies, departments, boards, offices, commissions, and conservancies to consider the 30x30 goal when adopting, revising, or establishing plans, policies, or regulations

Applies the 30x30 consideration requirement to decisions that directly affect the use of coastal waters or land, management of natural resources, or biodiversity conservation

Defines the "Pathways to 30x30 Report" as the Natural Resources Agency report issued April 22, 2022, titled "Pathways to 30x30 California: Accelerating Conservation of California's Nature"
