Authorizes a recognized 501(c)(3) nonprofit organization representing victims and survivors of communism to plan, construct, and maintain a monument on State Capitol grounds in consultation with the Department of General Services.

Requires the nonprofit organization to submit the monument plan to the Joint Rules Committee for review and approval before construction begins.

Mandates the Department of General Services to review preliminary designs, ensure Americans with Disabilities Act compliance, verify California Environmental Quality Act compliance, approve final construction documents, prepare permits and maintenance agreements, and inspect all construction.

Requires the Joint Rules Committee and Department of Finance to approve the monument plan and confirm sufficient private funding is available before construction may begin.

Specifies that all planning, construction, and maintenance costs must be funded exclusively through private sources with no state appropriation required.
