State Board of Education shall convene a workgroup to discuss nonclassroom-based instruction at charter schools and review funding determination processes and independent study requirements.

Workgroup membership includes representatives from the State Board, Advisory Commission on Charter Schools, Department of Education, California Consortium for Independent Study, charter school operators, charter management organizations, charter support organizations, and chartering authorities.

Workgroup must submit recommendations for statutory or regulatory changes to the State Board by June 30, 2025.

State Board must consider workgroup recommendations and initiate rulemaking process for regulatory revisions by September 30, 2025.
