Requires the State Energy Resources Conservation and Development Commission to prepare and submit a report to the Legislature by February 1, 2027, assessing the impacts of year-round standard time on energy demand and supply.

Report must include analysis of potential impacts on electricity reliability in late summer and early fall.

Repeals Section 6808 amendments that would have established year-round standard time statewide and exempted California from federal daylight saving time provisions.

Section becomes operative only upon appropriation by the Legislature for this purpose.

Requires report submission to comply with Section 9795 and repeals this section on February 1, 2029.
