CA SB1418

Modifies the definition of "hydrogen-fueling station" to include equipment and structural design components necessary for safety, including hydrogen-refueling canopies, used to store and dispense hydrogen fuel according to industry codes and standards.

Requires cities, counties, and city and counties with populations of 250,000 or more to adopt expedited permitting ordinances for hydrogen-fueling stations by September 30, 2025, and those with fewer than 250,000 residents by September 30, 2028.

Mandates that hydrogen-fueling stations on industrially/commercially zoned parcels without residential units or previously developed service station parcels receive administrative approval through building permits or similar nondiscretionary permits.

Allows local agencies to refer to the "Hydrogen Station Permitting Guidebook" when developing expedited permitting processes and requires adoption of checklists specifying requirements for expedited review eligibility.

Sunsets these hydrogen-fueling station provisions on January 1, 2030, except for the authorization to reference the Electric Vehicle Charging Station Permitting Guidebook, which remains in effect.
