CA SB1420

Modifies the definition of "eligible renewable energy resource" to exclude resources that combust biomass fuels rather than simply exclude all biomass resources in CEQA streamlining provisions.

Adds hydrogen production facilities and associated onsite storage and processing facilities (that do not use fossil fuel feedstocks) to the definition of "energy infrastructure project" eligible for Governor certification and CEQA streamlining if they receive funding from the Hydrogen Program, Safe Drinking Water Bond Act of 2024, or ARCHES program.

Expands the Energy Commission's environmental leadership development project certification to include the same hydrogen production facilities meeting the funding requirements specified above.

Approved by Governor September 25, 2024, effective immediately.
