Prohibits exclusive franchises for diversion services from exceeding the services actually required and performed under the authorization.

Requires persons providing diversion services outside of franchise agreements to comply with all applicable federal, state, regional, and local laws regarding labor, land use, vehicles, and material disposal.

Allows businesses to arrange for organic waste collection and recycling services outside local franchise agreements if those services are not offered through local ordinances or existing franchise agreements.

Authorizes collection and processing of organic materials from nonresidential customers by persons other than franchisees when organic waste depackaging, contaminant removal, edible food recovery, or source reduction services are not provided through local programs.

Establishes that waste diversion service provisions are matters of statewide concern, not municipal affairs, and therefore apply to all cities including charter cities.
