Prohibits civil or criminal liability for individuals using, receiving, possessing, or storing mifepristone or any drug used for medication abortion in exercise of their constitutional reproductive rights.

Protects persons who aid or assist pregnant individuals in accessing medication abortion drugs from liability or penalties based solely on their assistance.

Declares actions related to accessing or assisting with medication abortion drugs as lawful under California law.

Authorizes the California Health and Human Services Agency to enter into partnerships for production, procurement, or distribution of mifepristone.

Authorizes the state to develop processes for continued access to mifepristone through clinical trials or State Department of Public Health approval in the event of changes to FDA approval status or accessibility conditions.
