Add snowstorms to the list of emergencies in Education Code Section 41422, allowing school districts, county offices of education, and charter schools prevented from maintaining required instructional days due to snowstorms to receive the same state apportionments as if the closure had not occurred.

Amend Education Code Section 46392 to include snowstorms as a specified emergency that allows the Superintendent of Public Instruction to estimate average daily attendance in a manner that credits schools as if the emergency had not occurred, preventing funding reductions due to attendance decreases from snowstorms.

Maintain existing provisions allowing schools to receive full funding when closures result from fire, flood, earthquake, epidemic, impassable roads, safety hazards, transportation strikes, military/civil orders, teacher illness, or inability to secure teachers.

Approved by the Governor on September 22, 2024, and filed with the Secretary of State on the same date.
