Prohibits the State Fire Marshal from exercising authority over the Spartan Village on the Paseo project at San José State University, including fire safety inspections, plan checks, building permits, and certificates of occupancy.

Applies only if the building owner enters into an agreement with the California State University Office of Fire Safety to perform fire and life safety activities and inspections in place of the State Fire Marshal.

Removes State Fire Marshal oversight authority from Health and Safety Code sections 13108, 13108.5, 13145, and 13146 as they relate to this specific CSU project.

Makes legislative findings that a special statute is necessary due to San José State University's unique need to provide student housing for the 2024–25 academic year.

Takes effect immediately as an urgency statute upon enactment.
