Requires school district governing boards to exclude books, publications, or papers containing "harmful matter" from schools and libraries serving preschool through grade 8 by July 31, 2025

Defines "harmful matter" using Penal Code Section 313 standards (material appealing to prurient interest, depicting sexual conduct in patently offensive way, and lacking serious literary, artistic, political, or scientific value for minors) with application of contemporary local standards

Allows parents, guardians, or school district residents to request removal of materials containing harmful matter and to file civil actions for injunctive and declaratory relief if the school board refuses such requests

Preserves defenses available under Penal Code Section 313.3 related to criminal punishments

Requires the state to reimburse local agencies and school districts for any costs mandated by this legislation, as determined by the Commission on State Mandates
