Requires petition examinations by proponents to conclude no later than 60 days from the date the examination commenced, with examinations commencing no later than 21 days after certification of insufficiency.

Mandates proponents reimburse county elections officials for costs incurred if the examination continues beyond 5 business days, with daily cost estimates required and proponents depositing required funds at the beginning of each examination day.

Allows proponents to receive refunds of any money deposited in excess of actual examination costs, with excess funds deposited in the appropriate public treasury.

Defines "cost" as any expense incurred by county elections officials that exceeds general operating costs, and prohibits elections officials from delaying or obstructing examinations.

Authorizes reimbursement to local agencies and school districts by the Commission on State Mandates if additional costs mandated by the state are determined, under the existing reimbursement procedures in Government Code Section 17500 et seq.
