Prohibits grocery retail stores and retail drug establishments from offering self-service checkout unless at least one staffed manual checkout station is available and customers are limited to 15-item purchases.

Requires that no more than two self-service checkout stations be monitored by any single employee, who must be relieved of all other duties while monitoring.

Prohibits self-service checkout for items requiring identification (alcohol, tobacco) or items with theft-deterrent measures requiring employee intervention.

Requires employers to notify workers, their representatives, and the public at least 60 days in advance before implementing consequential workplace technology (technology that eliminates, automates, or electronically monitors core job functions), with a general description and intended purpose.

Establishes civil penalties of $100 per day for violations, capped at $10,000 aggregate, enforceable by the Division of Labor Standards Enforcement and public prosecutors.
