Authorizes Children's Hospital Los Angeles to seek an extension of up to 3 years (until January 1, 2033) from the January 1, 2030 seismic compliance deadline by submitting a seismic compliance plan and Nonstructural Performance Category-5 evaluation report.

Requires the hospital to submit a Nonstructural Performance Category-5 evaluation report by January 1, 2025 and a seismic compliance plan by January 1, 2026, with at least 2 major milestones identified by the hospital and Department of Health Care Access and Information to track progress.

Mandates the department approve or deny the seismic compliance plan and any extension within 120 days, and allows adjustments to extensions or milestones for contractor delays, labor issues, material shortages, acts of God, or governmental entitlements.

Imposes a $5,000 per calendar day fine for failure to meet the revised construction schedule or major milestones, and prohibits building permits for non-seismic projects until milestones are met.

Requires the department to adopt emergency regulations to implement the extended deadlines for seismic safety compliance.
