Eliminates the Farm to Community Food Hub Program's advisory committee and replaces it with a working group of at least 7 individuals with food hub expertise, exempt from the Bagley-Keene Open Meeting Act.

Changes program administration from a requirement to use two phases (planning grants and development grants) to an authorization, allowing more flexibility in program implementation.

Extends the Farm to Community Food Hub Program's operation from January 1, 2028 to January 1, 2034.

Authorizes the Strategic Growth Council to provide per diem allowances to public members of the California Agricultural Land Equity Task Force using existing or private funds, at rates specified in Government Code or higher rates set by the task force.

Requires the Agricultural Land Equity Task Force report to be posted on the Strategic Growth Council's website and takes effect immediately as an urgency statute.
