CA SB1450

Reestablishes a taskforce to review all-mailed ballot elections and provide recommendations to the Legislature within six months of each election, including representatives from county elections officials, language accessibility experts, disability advocates, and election experts.

Requires vote centers to post information about available language assistance services and hotlines; establishes language accessibility and voting accessibility advisory committees that must meet before public meetings on election administration plans.

Modifies voter education requirements to allow counties to make only one direct contact with voters (instead of two) after the first six statewide elections, if they spend at least half the savings on targeted outreach to historically underrepresented voters.

Requires county elections officials to adopt final election administration plans no later than 120 days before elections and to post cost comparison reports within nine months of election certification.

Extends the California Voter's Choice Act provisions through December 31, 2029, and establishes a new operative date of January 1, 2030 for updated provisions that incorporate amendments from Assembly Bill 884.
