SB 1454 Summary

• Extends the sunset date for Bureau of Security and Investigative Services regulatory authority from January 1, 2025 to January 1, 2029 for chapters covering locksmiths, repossessors, private investigators, proprietary and private security services, and alarm operators.

• Requires private investigator service agreements to be in writing beginning July 1, 2025, containing scope of work, fees, and other specified terms; prohibits work from commencing until written client authorization is obtained; requires 2-year record retention.

• Modifies repossession agency notice requirements to address notices to the current address of the debtor (if known) rather than last known address; authorizes bureau to issue citations for Collateral Recovery Act violations.

• Extends limited liability company provisions for private investigators and alarm company operators from January 1, 2025 to January 1, 2030.

• Establishes licensing and regulatory framework for federally recognized tribes providing private security and investigative services; exempts tribes from certain Secretary of State and Franchise Tax Board registration requirements; establishes 6-month recency requirement for firearms and baton training certifications.
