Extends the Contractors State License Board's existence until January 1, 2029, and removes the requirement for employment duty statements from qualifying individuals while defining "direct supervision or control" to include supervising construction operations.

Expands contractor licensing to include federally recognized tribes and participating tribes, requiring corporations and LLCs to provide their Secretary of State identification numbers, and exempts tribal entities from bond requirements and suspension/reinstatement provisions.

Changes examination fees from fixed scheduling fees to actual cost of administration paid directly to the testing organization, and requires licensees subject to public complaints to pay reasonable investigation or inspection fees ($100-$1,000).

Extends the effective date for workers' compensation insurance requirements from January 1, 2026, to January 1, 2028, and requires the board to establish a verification process by January 1, 2027, for applicants claiming exemption from insurance requirements.

Requires public works awarding authorities to determine contractor license classifications in accordance with specified state regulations and code provisions.
