Extends authorization for California Secretary of Transportation to assume federal environmental review responsibilities (NEPA) for state transportation projects from January 1, 2025 to December 31, 2033, and adds authority for local/regional agencies to request the same assumption for their transportation projects.

Authorizes Department of Water Resources and Department of Transportation to use progressive design-build procurement for up to 8 public works projects each exceeding $25 million, with qualifications-based selection and guaranteed maximum pricing; excludes through-Delta conveyance and seawater desalination projects from this authorization.

Authorizes Department of Transportation to use job order contracting for highway maintenance, safety projects, stormwater installation, and ADA compliance facilities through December 31, 2033; contracts may run up to 12 months initially with two optional 12-month renewals.

Requires departments to publish annual reports on job order contracts (by July 1 each year through 2033) and submit comprehensive progressive design-build project reports to Legislature by January 1, 2034, detailing costs, completion status, and effectiveness analysis.

All new provisions sunset on December 31, 2033, except existing design-build and job order contracts may continue to completion.
