California Workforce Development Board must convene stakeholders and state agencies by January 1, 2026 to develop model contract terms for broadband deployment projects receiving state grants, with terms designed to increase use of recognized labor union apprenticeships in telecommunications.

Board must develop a recommendation for a memorandum of understanding between itself and the Public Utilities Commission to enable high-road job creation on broadband projects and expand access to quality jobs for priority populations through education and training partnerships.

By July 1, 2026, the board must post the model contract terms on its website and submit a report to the Legislature summarizing stakeholder discussions and providing the recommended memorandum of understanding.

Model contract terms apply only to broadband deployment project contracts entered into or amended by state agencies on or after the terms are developed.

The legislative reporting requirement expires July 1, 2030.
