Allows general acute care hospitals and multispecialty clinics to offer broader types of cardiac catheterization laboratory services beyond just diagnostic services, subject to department standards and regulations.

Removes the requirement that hospitals offering cardiac catheterization services must be licensed to provide urgent and emergent cardiac catheterization, and instead allows hospitals without cardiac surgery services to participate if licensed for cardiac catheterization.

Expands the Elective Percutaneous Coronary Intervention (PCI) Program to certify hospitals without on-site cardiac surgery that are licensed for cardiac catheterization to perform scheduled, elective PCI procedures.

Requires the Department of Public Health to adopt standards and regulations specifying the types of cardiac catheterization services (including diagnostic and interventional services) that may be offered by hospitals and clinics without cardiac surgery services.

Declares no state reimbursement is required for local agencies since any costs result from changes to criminal penalties and definitions under Article XIII B of the California Constitution.
