Requires each board licensing prescribers to develop informational and educational materials about the federal "Three Day Rule," which allows practitioners to dispense up to a 3-day supply of narcotic drugs to initiate medication-assisted treatment while referrals are being arranged.

Mandates boards annually distribute the materials to each licensed prescriber via email and post them on their internet websites.

Exempts the Veterinary Medical Board from these requirements.

Requires the Medical Board of California to additionally disseminate the materials annually to all acute care hospitals in the state.

Allows the Department of Consumer Affairs and boards to consult with other state agencies to implement the requirements.
