Authorizes the Department of Fish and Wildlife to issue permits allowing take of fully protected species for specified projects until December 31, 2033, if conditions including those required for incidental take permits are met.

Eligible projects include State Water Project maintenance, critical water infrastructure improvements, transportation projects that don't increase vehicle capacity, wind projects, and solar photovoltaic projects with associated transmission infrastructure.

Removes American peregrine falcon, brown pelican, and thicktail chub from the list of fully protected species.

Requires the department to develop a population assessment plan for fully protected species by July 1, 2024, and submit annual implementation reports to the Legislature beginning July 1, 2025.

Takes effect immediately as an urgency statute; permits issued before the December 31, 2033 deadline remain valid indefinitely.
