Requires the Department of Justice to develop and launch the California Do Not Sell List system allowing California residents to voluntarily add and remove their own names to prevent firearm sales or transfers to themselves.

System must verify the identity of persons registering or requesting removal and prevent unauthorized disclosure of registrant information.

System must inform potential registrants of the legal effects of registration or removal from the list.

Department shall utilize existing state and local resources, systems, databases, and staff to implement the registry to the extent feasible.
