Allows registered veterinary technicians to register with the federal Drug Enforcement Administration to directly purchase sodium pentobarbital for euthanasia without veterinarian supervision or authorization.

Enables registered veterinary technicians to act as agents of supervising veterinarians in establishing the veterinarian-client-patient relationship for administering preventive vaccines and medications to control internal or external parasites.
