Approves memoranda of understanding between the state and State Bargaining Units 1, 3, 4, 5, 7, 11, 12, 13, 14, 15, 16, 17, 19, 20, and 21, with provisions requiring legislative appropriation to take effect and allowing either party to reopen negotiations if funds are not appropriated.

Establishes continuous appropriations to pay compensation and employee benefits for covered bargaining units if annual Budget Acts are not enacted by July 1 for fiscal years 2023-24 through 2026-27.

Modifies employee contribution rates for state miscellaneous, industrial, and safety members in State Bargaining Units 12, 16, and 19 to PERS, with rates declining effective July 1, 2024-2025 and remaining stable thereafter unless normal cost rates change by more than 1 percent.

Changes employer health benefit contributions for State Bargaining Units 1, 4, 11, 14, 15, 17, 20, and 21 to 80 percent of weighted average premiums, with an additional up to $165 monthly supplement, and reduces employee PEMHCA prefunding contributions from 3.5 percent to 3.0 percent of pensionable compensation.

Appropriates $1,333,028,000 for fiscal year 2023-24 to fund compensation increases across specified bargaining units and excluded employees, with amounts distributed across the General Fund ($706,207,000), special funds ($424,460,000), and nongovernmental cost funds ($202,361,000).
