Appropriates $19,289,000 from the General Fund to the Attorney General to pay claims, settlements, and judgments against the state.

Allocates funds as follows: $63,000 for Aubin v. Bonta; $13,300,000 for Davis v. State of California; $1,625,000 for Souliotes v. California Victim Compensation Board; $2,724,000 for California Water Curtailment Cases; $1,577,000 for Welchen v. Bonta.

Requires any excess funds to revert to the General Fund within 45 days after final payment is made.

Declares the bill an urgency statute effective immediately to enable rapid payment of judgments and settlements and reduce hardship to claimants.
