Establishes that payment by mail of parking penalties is deemed received on the postmark date, and caps late payment penalties at 30% of the established parking penalty.

Extends the deadline for registered owners to pay or contest parking violations from 21 to 30 calendar days from issuance, and extends the deadline following notice of delinquent parking violation to 21 calendar days.

Prohibits additional fees, assessments, or charges from being imposed until after 30 days from the date of issuance of the parking citation.

Prevents citations from being sent to the Department of Motor Vehicles for registration renewal holds until after 30 days from the date of issuance.

Extends the deadline for requesting an initial review of a parking violation from 21 to 30 calendar days from issuance, or 21 days from mailing of a delinquent parking violation notice.

Requires implementation in local jurisdictions on the first day of their first fiscal year following January 1, 2025.
